Summary
In Section 1.4 Jurisdiction of the NIBRS User Manual, it reads:
The recovery of property should be reported only by the LEA that first reported it missing and/or stolen, regardless of which agency recovered it.
In Spillman Flex, property gets reported based on the code value in the IBR Status field (prmain.status) which translates to the IBR status through the values indicated in the trstats table. Because of this Federal requirement, any code value that indicates property was stolen in another jurisdiction (i.e. RFO - Stolen Other/Recovered Local) should not be translated to an IBR status.
Removing existing translations:
If an existing translation value needs to be removed, there is a unique process to do this. Select the detail entry indicating which state the code is being translated for. In the detail window, delete the row. Then back on the screen for the code, click CANCEL to accept the changes, not ACCEPT. You should now see your code without an IBR translation.
