Symptom(s)
APX RM Error "[#2096]The operation failed since there is a template that is already opened in GUI or in background. Please close the opened template or cancel the batch job." when no templates are open. User is unable to upload any additional templates.
Issue
There is an issue with the codeplug that was imported into RM. It may be corrupted, oversized or contain Voice Announcements over the Codeplug Usage limit. This has caused the "Import Template" job process to get stuck in "Running" status.
Note: The VA Codeplug usage tool is only available in RM 32 or prior.

Resolution
To resolve the issue of the stuck imported template or being unable to import any new templates, right click and delete the job stuck in "Running" in Job View in the RM Server.
If the job fails to delete, stop and restart the RM Services from the RM Server Utility or reboot the RM Server and retry.
Issues with the Voice Announcement files are one possible cause for the error #2096. The codeplug with the issue will need to be investigated. Deleting and adding back the Voice Announcement files may resolve the issue. If unresolved, open a case and escalate to the TSO Astro Devices team.
