To enable this feature please open the codeplug and follow these steps.
1) Select the Tone Signaling List and set Tone List Type to Quik-Call II
2) Turn on Unmute Enable 
Location: Radio Ergonomics Configuration > Tone Signaling Configuration > (named tone list)

3) The Voice Mute button or Voice Mute menu selection needs to also be enabled to allow the user to toggle it on and off for In-Call User Alert enabled channels.

Select VMUT by moving to the right side list.
Location: Radio Ergonomics Configuration > Controls > Menu Items

 
4) In Trunking, it is also necessary to go into the personality and enable In-Call user Alert Enable. Go to the Trunking personality and under Call/Page check the box next to In-Call User Alert Enable.
