LEARN 7.0 - Creating Connection Files for Mobile ALPR Cameras (as an Agency Manager)

Issue

An Agency Manager wants to create a connection file for a new CarDetector Mobile system to connect to LEARN. This will allow for transfer of detections and hits ‘up’ to LEARN, as well as hot list records ‘down’ from LEARN.

Environment

LEARN 7.0

Resolution

  1. Go to: https://learn-nvls.com/
  2. Sign In
  3. Click on ‘Agency Management’

NOTE: If you don’t see the ‘Agency Management’ icon, then you do not have admin rights with your agency to continue.

  1. If prompted enter your username for Vehicle Manager Multi-Factor Authentication

Enter the code that you just received by email into the ‘Passcode’ field and hit ‘Submit’

  1. Select ‘System Management’

  1. Click ‘Mobile Camera Systems’

  1. If the system name does not already exist in Vehicle Manager then Click ‘New’. If the system name already exists in Vehicle Manager please skip to step 13

  1. Enter a unique system name to identify the new CarDetector Client System

  1. Choose a Setting Profile from the dropdown box

  1. It is optional to enter a location (Example: Precinct A, Precinct B, etc..)
  2. It is also optional to check the Proxy User Account. A Proxy User Account allows for headless mobile-camera systems to upload detections to the LEARN back-office without an additional user account to communicate with LEARN. Proxy User Accounts have limited functionality and can only upload detections. This option prevents the ability to download Hot Lists and generate alerts locally on the fixed-camera system.

  1. Once the desired setting are entered, Click ‘Save’

  1. A confirmation message will be displayed. Click ‘Ok’

  1. Next download the connection file. Enter the System name and hit ‘Search’

  1. Check the box next to the system you wish to connect to learn and click the 'Connection File' button. This will create a ‘.ini’ file

  1. Depending on your web browser you may need to allow the unverified download that is blocked due to the file type ‘.ini’
    1. Example picture using web browser Google Chrome version 124.0.6367.61 Click on the ‘Downloads’ icon. Then click on the name of the file that starts with ‘System_’  and has below it ‘Unverified download blocked’

  1. Click on ‘Download unverified file’

  1. Move the File to a USB thumb drive
