As noted in the release notes for 4.6.5, Provisioning can be accessed using Microsoft (MS)  Edge in IE Mode.  IE Mode allows backward compatibility and will be supported by Microsoft until at least 2029.

At this time, Microsoft does not support Local site Lists on Server 2016 (Lifecycle FAQ), so you will not be able to open Edge in compatibility mode on a 2016 Server. 

PremierOne

1. Click on the Settings and More ellipsis. on the top right corner.
2. Click on Settings 
3. Select Default Browser
4. In the "Internet Explorer Compatibility" section, change the drop-down in "Allow sites to be reloaded in Internet Explorer Mode?" to "Allow"
5. Click on Restart for the settings to take effect.
6. When Edge re-opens, enter the URL to Provisioning.
7. When you receive the unsupported browser error, right-click on the page tab and select "Reload tab In Internet Explorer Mode"
8. Optional - turn on the option for "Open this page in Internet Explorer mode next time"
9. Turn on Open this page in the Compatibility View
