Symptom(s)
When a user is upgrading an APX radio via flashport, the user is shown a pop-up window asking them to "Enter the Owner System ID", as shown above:
Note that the error occurs when generating the new codeplug that will be written into the device during firmware upgrade. The radio has NOT been written to at this stage.
Issue
When an APX radio has the feature (QA01648 ASK Enable) the radio no longer has the ability to use Software System Keys to enable trunking systems. In addition, when this feature is first enabled at the factory, or via a flashport upgrade, an "Owner System ID" must be entered into the radio. This owner ID locks the radio so that the radio cannot be programmed without the presence of an Advanced System Key (Hardware Key) with the feature 'write protect enable' activated. This ASK must be for the system that matches the owner ID programmed into the device.
When the radio is upgraded from a flashcode without 'QA01648 ASK enable', to a flash code with this feature, CPS presents a dialog box asking the user to select the Owner ID. The dropdown box will display a list of all System ID's that have an ASK with write protect attached to the PC. If there are no ASK's present, the pull down box will be empty and the user cannot complete the upgrade.

Resolution
Verify the "ASK Enable" feature is new to the radio via the flashcode calculator. The user should attach the proper ASK to enable the owner feature in order to complete the upgrade.
If the user does not desire to enable the owner ID feature of the radio, a flashport upgrade WITHOUT the ASK Enable feature should be used.
Once the "ASK Enable" feature has been added. The Owner System ID can be verified under Radio Wide > General area in the codeplug.
