Keyload failure error, target not responding on KVL3000 plus when loading AES keys

Issue

Not able to load AES keys to the APX radios

Environment

Keyloading is showing on display. Using the correct keyload cable TKN8531 and adapter

Resolution

Enable the FIPS Level 3 Approved Mode box under Secure Configuration > Secure Wide > General > KVL - FIPS Level 3 Approved Mode box. If the customer is using FIPS Level 3 encryption. This requires a KVL 3000 Plus or KVL 4000 that supports and is configured for FIPS Level 3 encryption. 

If the customer is not using FIPS level 3 encryption. Verify in the codeplug that the KVL - FIPS Level 3 Approved Mode box is NOT checked. 

KVL - FIPS Level 3 Approved Mode

This field enables Federal Information Processing Standard (FIPS) Level 3 encryption requiring that key fills with the Key-Variable Loader (KVL) transfer the keys to the radio in an encrypted mode.

WARNING: This requires that a KVL 3000 Plus or KVL 4000 that also supports and is configured for FIPS Level 3 encryption are used.
WARNING: Changes to the setting for this field may potentially impact the FIPS Mode of operation in the device, which will cause all critical security parameters (key material and password) to be erased. See FIPS Modes of Operation for more information.
