APX CPS MDC System Group Number will not activate when Called/Paged  with "and" or "or" muting

Unable to get the radio to page out or call System Group Number.

Functions as designed. 

System Group Number is only an identifier for different systems when creating a Hot List for MDC1200, as Radio ID's may be reused in different systems. It has no other function.
